Non-productive employees need to be dealt with, whether they're wasting their time on Facebook or at the coffee pot. They haven't tossed out the coffee pot yet, have they?
A) Blocking the sites from the network is meaningless - I get them on my phone now. Nyah, nyah, nyah.
B) Some employees may actually have a legitimate reason for using social networking sites on the job. I keep hearing about people who've been tasked with "find out how to promote us on these sites" only to find the Catch-22 of not being allowed to access them.
Allow the sites assuming legit business or break-time use, and deal with time-wasters and slackers as you always have.
